You don't need to remove a bra to perform CPR. I took a class on how to perform CPR and we didn't remove anything. We did it right thru the shirt.

If your just doing CPR you don't have to, but If you have a defibrillator you will need to. Bras have metal hooks, Don't worry about other people, just do what needs to be done. They will thank you later and you are covered by a "Good Samaritan Law" just by trying to help.

CPR is done on the lower half of the strenum, two finger widths up from the lower edge. If a wire or closure on the bra would damage the skin of either victim or rescuer, removal is appropriate. The rescuer may be pushing on there hundreds of times while waiting for paramedics. Paramedics will just cut any clothing off to check for other injuries.
The AED pads go just below the right shoulder up above the breast, and on the left side below the left breast and wrapping part way onto the side of the torso. If a strap is in the way, remove to prevent burns to the victim.

No it is not necessary to remove it to do CPR. Your hands will be placed over the lower half of her sternum, not the breasts. As for the AED, as long as you do not place the patches over the material of the bra and they are not touching a metal underwire or clips, then you can leave the bra on also. Just place the patches above and below the bra. You may have to move a strap over, but the bra can be left in place. If the bra is old and frayed and a metal underwire is visible and could by accident touch one of the patches, then remove the bra. Hope this answers your question.

If you are worried about having to remove a bra, YOU ARE DOING IT WRONG!!!
You have to push *HARD* during CPR! Really slam your hands down, get your weight behind it! Remember, you are pushing a layer of skin, muscle and bone downward to compress the heart.
It is not unusual for someone who has received CPR to suffer from cracked ribs. If you are doing it correctly, bra and boobies aren't going to slow you down.

Bra removal is required if it hinders CPR compression-point (due to its particular shape, metallic accessories etc.).
In any case, I think that rescuer must keep in mind only the SURVIVAL - LIFE QUALITY of a woman in CA and not if her breast may be seen or not by improbable gawkers... nowadays movies - tv etc. give them more exciting shows !!!
